As a longtime Democratic activist, former Hollywood resident Cindy Sherr is accustomed to Florida elections decided by fundraisers, television advertisements and candidates' brief visits to South Florida's condo canyons.

Then, she moved to Iowa about six months before the most talked-about presidential election in decades. And when she found herself torn among Democratic candidates Hillary Clinton, Barack Obama and John Edwards the day before the Iowa caucus, she did what a lot of her fellow Iowans have done: She opened the newspaper, turned to the schedule of campaign events and started driving.

Republican and Democratic candidates hit Iowa's highways and airports Wednesday in the final push to court undecided voters before Thursday's caucuses, where their votes will kick-off the first presidential election in decades with no sitting president or vice president on the ballot.

Sherr spent the day driving across the state, past farm fields blanketed with snow and dotted with campaign signs, along with hundreds of other Iowans who wanted one last look.

''It's all retail [politics] here,'' Sherr said, noting voters can pick candidates as if they were window shopping at the mall. ``It's wonderful. And you don't even have to write a check.''

The election campaigns for this year are coming up sooner than you think. That's why Vickie Koelman, administrator of elections with the Election Commission, wants changes in the city's and county's campaign signs codes. Basically, the Election Commission is recommending the local codes be brought into line with state law regarding campaign signs.

In 2006, confusion ruled among county candidates and their supporters regarding sign erection and removal. The county Building and Codes Department sent candidates a letter saying signs couldn't be erected sooner than 60 days before the election and had to be removed five days after. Koelman's office received numerous calls from people wondering if the 60-day period started with the first day of early voting or election day itself.
   
Moreover, the county's five-day limit to remove the signs was much stricter than the state's three-week limit — which put the county at odds with the state. As Koelman explained, a county can't be more stringent than the state is. As far as the city's sign code goes, it does not have any time frames at all for erecting and removing election signs.

The Election Commission is first taking its recommendation for city and county sign code amendments to the Regional Planning Commission. From there, they would go to the City Council and County Commission.

Under the recommendation, signs could be erected beginning on the day a candidate qualifies for the ballot. The signs then would need to be picked up within three weeks of an election.

The local bodies are urged to approve the changes. They would help to end confusion, and no one would have an excuse any longer for having a sign

Election signs of the Oro Valley Town Council’s three incumbents — Helen Dankwerth, Barry Gillaspie and Terry Parish — were found knocked over on at least two occasions.

The incidents all occurred in the area near Innovation Park Drive and Rancho Vistoso Boulevard. Campaign signs of town council challengers were not damaged.

That area is home to the Vistoso Memorial Chapel, an ongoing building project that earlier in 2007 raised the ire of many in the town because its plans include a crematorium.

Another incident involving election signage occurred at a recent town council meeting, where councilman Parish and his campaign manager discovered that magnetic campaign signs were stolen off the sides of their vehicles.

Parish said he filed a report with the Oro Valley police following the incident.

Dankwerth also filed a police report after her campaign signs were damaged.

Destruction of election signs is misdemeanor and carries a small fine.

“I feel that as a candidate, I’m responsible for the actions of people who support me,” said Dankwerth, who believes all candidates should feel a similar obligation.

Another election year is approaching — including races for president, the state Senate and the School Board — and the Montgomery County Election Commission is trying to smooth a few things out.

After some confusion surrounding the 2006 elections for county offices, the Election Commission is pursuing an amendment to the city's and county's ordinances regarding campaign signs.

In those elections, the county Building and Codes Department, then led by former building commissioner Steve Miner, sent the candidates a letter advising them campaign signs couldn't be erected sooner than 60 days before the election and had to be removed five days after.

Vickie Koelman, administrator of elections with the Election Commission, said the letter resulted in two problems.

First, confused candidates were calling Koelman wondering what 'election day' referred to — the day of the final vote, or more...
